  • You do not attach a copy of your completed water application as a PDF, all other file types will be rejected.
  • You do not attach a copy of your photo identification.
  • You do not attach a copy of the lease agreement from the property owner or proof of purchase (warranty deed or disclosure statement) as a PDF not a photo.
  •  You do not call the office to pay your service charge.

Bills & Payments: 

Utility bills are mailed the last working day of each month, and are payable by the 15th to avoid penalty. Any payments received after the 15th will be charged a 10% penalty. These will appear on subsequent bills as previous balance. Always pay total shown as NET BILL.

Grade Period For Bills:

If the 15th should fall on a weekend or holiday, a one day grace period will be allowed. The bill may be paid the next business day at our office without penalty.

Meters Read:

Meters are read each month beginning around the 15th. If you should have questions about your reading, please call our office at (865) 397-3790.


Leak adjustments are handled through our loss protection program only if you are enrolled. No adjustments will be given for leaking commodes, pressure reducer valves, dripping faucets or any type of faulty customer plumbing. Only one adjustment will be given in a twelve-month (12) period.

Standard Charges:

  • New account with existing service – $50
  • Return check charge – $20
  • Reconnect service – $50
  • New account with existing service on rental property – $100

New Meter Tap Fee:

This is a charge for tapping on to the utility’s main waterline to obtain service for a residence/business. The meter still remains the property of the utility district. Should the property be sold the meter is conveyed along with the property. Should an individual or business want to build another residence, put in a trailer, or open a business on the same tract of property, another meter must be purchased. It is not legal to hook more than one residence/trailer or business to a water meter.

  • $21.00 Service Fee
  • $6.75 per thousand gals

Discontinuance Of Service: 

Our policy states that the Shady Grove Utility District will discontinue (cut off) service for the following reasons:

  • Nonpayment of bill or other charges if not paid by the 25th.
  • Partial payment of bill or other charges.
  • Failure to comply with utility rules, regulations, or policies.
  • Any threat to public health.
  • Tampering with utility equipment or stealing service.
  • In the event a customer has more than one service on a tap.
  • Refusal to pick up a returned check.
  • Refusal of a customer to fix a known leak.

Service will be reinstated only during regular working hours for field maintenance employees (7:30 AM to 4:30 PM ), Monday thru Friday, for customers cut off for nonpayment. Payment must be made in the office by 4:00 to get reconnected the same day.

Common Causes Of Leaks

If the leak indicator is flashing or continuously on, it is indicative that a possible leak can exist. Below is a list of possible causes of leak indicators..

  • Outside faucet, garden or sprinkler system leaking.
  • Toilet valve not sealed properly, or toilet running.
  • Faucet in kitchen or bathrooms leaking.
  • Appliances leaking (ice maker, washing machine, dishwasher, or water cooled air conditioner or heat pump.
  • Soaker hose in use.
  • Leak between the water meter and the house.
  • Hot water heater leaking.
  • Watering yard for a long period of time.
  • Filling a swimming pool.
  • Any continuous use of water for 24 hours.

Water Customer Notice

This is to advise you that it is unsafe and unlawful to make or permit any type of cross connection between the District water system and any other system. The sketch below illustrates a cross connection.

Please review and if you have a cross connection disconnect the two systems to avoid polluting the District water supply.

On many lines the water pressure will be in excess of that usually furnished by well systems. This is necessitated because of the variation in terrain (low valleys and high ridges).

In order to have uniform pressure in your house system and avoid inconvenience and possible damage to water hose lines it will be necessary to install pressure regulators on each individual service. These regulators may be purchased at your local hardware store or from most of the plumbing companies.

Public Water Supply: The water works system furnishing water to Shady Grove Utility District for general use and which supply is recognized as the public water supply by the Tennessee Department of Public Health.

Cross Connection: Any physical connection whereby the public water supply is connected with any other water supply system, whether public or private, either inside or outside of any building or buildings, in such manner that a flow of water into the public water supply is possible either through the manipulation of valves or because of ineffective check or back pressure valves, or because of any other arrangements.

Auxiliary Intake: Any piping connection or other device whereby water may be secured from a source other than that normally used.

By-Pass Any system of piping or other arrangement whereby the water may be diverted around any part or portion of a water distribution plant.

Interconnection: Any system of piping or other arrangement whereby the public water supply is connected directly with a sewer, drain, conduit, pool, storage reservoir, or other device which does or may contain sewage or other wastes, or liquid which would be capable of importing contamination to the public water supply.

Water Softener Information

For Customers interested in installing a water softener in your home below are the water hardness, PH and Alkalinity levels for both Jefferson City Water and Knoxville Utility Board. If you have any questions about water softeners, please call our office for help.

Jefferson City Water Department

Average hardness is 205 ppm or 11.98 grains per gallon

Average PH is 7.0

Average Alkalinity is 258 ppm

Customers that receive their water from our Jefferson City water source have an address in Jefferson City, Talbott, Piedmont, the Dandridge area, the Chestnut Grove area and part of New Market and Straw Plains.

Knoxville Utilities Board

Average hardness is 93 ppm or 5.44 grains per gallon

Average PH is 7.28

Average Alkalinity is 77 ppm

Customers who live in the Sevier County area of Kodak from the Knox County line across Douglas Dam Road to our tank site off Hwy. 139 and customers living on Hwy. 25/70 from the Knox County line up to Dumplin Loop Road receive their water from the KUB source. From the Jefferson County High School to the Sevier County line is KUB.

Homeserve Protection Program

In December 2015 Shady Grove Utility District partnered with the Homeserve Program to help our customers offset the high cost of water bills due to water leaks and water line break and repairs. Most homeowners are surprised to learn that they are responsible for both the extra charges from water leaks and repair of the water line from the meter to the home. The same homeowners are surprised to learn that their homeowners insurance does not cover the costs of the repairs or the extra charges on their water utility bill.

As a customer you are automatically enrolled for the Basic Protection but need to sign up for Water Line Protection. You may cancel either at any time if you sign up and change your mind. However, if you cancel basic protection you are taking full responsibility for all water charges from water leaks. Also if you cancel and decide to re-enroll there is a 30 day waiting period. We hope that you choose to participate in both the Basic Water Loss and Water Line Protection, but if you choose not to participate in our Water Line Protection you will be assuming all responsibility for the repair costs of your water line.

Shady Grove Utility District hopes that you will take advantage of the Homeserve Program. A program summary including the costs along with frequently answered questions (FAQ) are enclosed for further explanation. A copy of this program coverage is available upon request. Just call 877-454-8387 to enroll in the Water Line Protection, cancel basic protection or ask additional questions. You may also choose to come by the office in person to enroll in Water Line Protection or de-enroll in Basic Water Loss Protection.
